I regularly face similar situation - I selected only russian language and sometimes I meet english speaking players which don't understand russian. So where is your god now?

Can you really report people for not speaking the selected language?

Just because there are many rus players, who dont know english at all. Mostly, they are kids and very stupid. I dont know why they play eu servers. I am rus and I play EU servers because i hate playing with my natives as well. Most of them are really stupid and low skill.
