On a new account in which you'll outperform big time the level calculated by the matchmaking.
However, dota is not a pay to win game and you won't reach immortal just by buying dota plus.
There are things which are already applied in lower brackets like legends/ancients that you need to apply:
- You need to identify cheesy picks of the current meta you are in synergy with (and the if you get countered pick scenario)
- You need to master counters to these cheesy picks
- You need to master the lane control tricks like creep aggroing with your brain, securing the ranged creep, ...
- Optimizing regeneration by putting items in backpack
- Momentum, power spikes, etc...
- [...]
You can find material on youtube but practice is needed.
TLDR: So yes on a new account but you'll need to be able to beat ancients/divine players during calibration which seems less likely according to your recent matches.
@NBH, dont bother bro. Even if you buy dotaplus you wont automatically calibrate to immortal. Gitgud at the game first.

It does matter indirectly if you play core as it will impact the power spikes.
My immortal friend gets his manta style on naga on an average of 16 minutes against immortals which are more likely to contest the farm and gank.
If he smurfed in your skill bracket, he would have it in 10 to 12 minutes... maybe even 8 if he makes kills, snowballs and I prepare stacks for him...
So you are very far away from the needed skill, there is some nice content on youtube to teach you the basics but mastering them big time is only 5% of the way and you'll have 95% more left to do...
And even if you manage to reach 80% of the way, everyone has his own mechanics skill ceiling that might be an obstacle if you want to reach immortal even if you theory craft/counter pick like a boss.

And btw nobody can get manta by 8min not even pro teams let alone u and ur carry partner. Trust me u can't get it in any bracket provided that you don't get godlike kills by 8min because of intentional enemy feed. Don't put so much salt on the already salted dish. No amount of your stack will give him manta by 10, forget about 8.

- I meant that he manages to get it by minute 14 in VHS bracket (+ treads (1450g) and wand (500g)) so in normal skill he might be able to get it faster.

The 8 minute part was a figure of speech called a hyperbole/exageration relying on him getting kills and snowballing (~intentional ennemy feed) and his support b****h stacking all camps.
If you want the definition of a hyperbole, you can google it (that's salt).
