Ye, I also think it's a provenly efficient item for juggernaut. It gives him survivability, increased mana pool to spam q and a nice slow with a short cd.
Well you gotta ask yourself on which lane this Jugger with Rod of Atos would be.
If he is on your safelane: Do you really want your Carry to farm Items which provide NOTHING to the lategame? Which doesnt even give him dmg + Bladefury does only do much dmg in the early/midgame. And till you get your Rod of Atos together you need at least 14-16 minutes. The only thing that benefits from the Rod is really the bladefury, which is, by itself, not the best skill jugger has. Furthermore RoA doesnt increase your farming speed in anyway. Conclusion: Its a bad item on jugger
If he is on your midlane: That MAY work, but still, jugger needs to farm this item pretty fast, as it is not good anymore if the enemy team gets euls, force or some lvl on an escape skill (blink, pounce, mira jump etc.). Conclusion: It MAY work, but i think it will be not powerful enough to justify the price, since it really doesnt provide anything in the lategame.
If he is on your offlane: He CANT farm this item quickly. Which results in an delayed RoA (+/- 25 min). At this time juggers Bladefury gets weaker and weaker. As you all know in the lategame jugger uses this bladefury mostly as an escape or an option to highground siege.
Conclusion: It is horrible.
So ask yourself again: is this seriously a good item on him? -> No it isnt
