You are all about farming support items quickly, and screwing up opponents safe-lane carry. Know when to pick seer (when enemy has strong right clickers / passives). As far as builds, its fairly straightforward. What does your team need (support-item-wise) to win the game?
You want at least 1 item for mobility, either Force staff or Blink Dagger. Sometimes both is great, you can initiate from farther away.

This is a pretty good guide, helped me maintain a high winrate with Seer.

dont pick dark seer versus an AM/lich because you-re literally useless.

also, ranged carries like drow or sniper can shut you down too.

you essentailly want to pick versus melee carries.
