there r many occassions of someone juking or escaping vision for the 3 seconds to blink tp away

This is gonna kill tinker for good and all. But I would be glad if this happens becuz this hero gives the highest potential to a player in this game if a player is skilled and the hero itself is so fkin cancer
He refers to that you can refresh the cd of blink with rearm, so even if the blink cd just have been reset by damage, the rearm still refreshes it, allowing tinker to blink away

Tinker is not that bad... He is just one of several heroes that are quite annoying. If it wasn't Tinker, it would be one of the others... NP had plenty of same issues back when he was always picked. Just split pushing everything and all the time, which is what Tinker also does.
I don't know what would be great... New items and new heroes... I want MOAR of what we already have! Some of the least played heroes could use reworks or new skills etc.

Lasering an opponent to miss all his last hit = auto deny. Increasing its cd atleast hurts tinker early game (but not when he have rearm). Remember when OD Astral Imprisonment nerf the cast range too muchcoz of that last hit deny?
SF is neither annoyin nor op. Its at last a decent midder that u can rely on.
His talent are so good that synergize with his abilities, just like Ember Spirit, VS, or Venomancer on the previous patch. SF is a pain in the ass with his 500ms if he have travel, manta, & euls. He can also nuke you tk death.
Back in dota 1 times astral imprisonment deny is way more OP (probably due to unwanted WC3 engine interaction) - if you deny a creep when enemy is trapped they get ZERO EXPERIENCE instead of the intended 50%
this blink dagger change is also essentially roll back to WC3 dota but is preferrable. back then getting hit put blink dagger in a "disable state" that is independent of cooldown. this practically only affects Tinker because no one is going to use that precious 3 minute CD refresher orb just to cleanse blink dagger and do nothing else.
The most defensive refresher use I have ever seen is Mind_controL refresher BKB TP in that super long Liquid vs VP match at TI7.
ive seen a refresher to refresh blink. It might have been a shard but still, its something you only do if you absolutely have to escape.
