It might be a bug.
Or they had a great team fight where SF was level 14, and after the fight he was 16. When he took the +2 skill points he leveled ulti first.

It seems like the SF skill build is a little bit wrong..he leveled his lvl 2 ult at lvl 10 and lvl 3 at lvl 15 o_o
