Probably it was too long. Maybe the report array is having a limited size.

This can also happen if you have reported someone already or that person has already been flagged as an exploiter but it hasn't been updated. Again this is not a confirmed reason but may have some bearing on why it hasn't worked for you.
Shorter version of my report (around 100 words) was not accepted either, so I'm now just waiting.

I reported a person with "exploit" reason and a long description but I get this:
"Your report was not filed: Reason can't be blank, Description can't be blank, Description is too short (minimum is 10 characters)"
Can you look at this problem DB staff?
