Potential is the best way to describe it.
If you and I play Magnus the same number of games, with the same W/L but one of us has a much higher KDA, hero damage, etc, that person would have a higher success rate compared to the dude who got carried or didn't contribute as much.

Like I get it's a measure of personal performance, but why is it, say, 40%? Does that mean I'm using the hero to 40% of its potential? Or I'm 40% of what top players do with that hero?
