Probably tie between alchemist and Pudge.

Every player I get on my team that uses one of those heroes means its almost always GG. It's VERY COMMON for me to see a level 12-13 Pudge late game, while were all level 18-25.

^ why you complaining about bad players in ~3k rating?

It's 3k mmr, you're supposed to be shit at the game at that rating.
