I know right? Actually the problem is the middle button of my mouse is a roller and awkward to pan with it so I generally edge pan which is meh.
if you have a decent mouse you can rebind ur middle mouse button to an unused key, like comma, and then bind that.

I think Valve are going to need to allow you to zoom out further - there are too many abilities that are need you to move the camera with aether lens and my camera panning skills are rubbish....
