i dont think that you buy armlet against certain heroes but ON certain heroes

Armlet is good if they can't stun you or you won't die during the stun. Also it's a cheap source of damage and STR. I like it on pretty much every hero with self-sustain.

Armlet is really good against gankers without hard lockdown and burst. If you get it early you can pretty much indefinitely toggle it against a bloodseeker, at least until your backup comes.
With armlet you can do stick toggles which guarantees 90% successful toggle under heavy attack (fountain for example). Its very good if you know how to use it.
In previous patch I used to build armlet on abaddon between vladmirs and heart around 13-16 min http://www.dotabuff.com/matches/2000939572

*What do we see in enemy team before we opt for Armlet?
*If enemy team does not have nuke, should it be a must or should we build armour (Assault, Desolator) / heal (Vladimir, helm of dom) related items?
*Can you name 3 heroes who you think should prioritise Armlet as the core item?
*If Armlet is necessity, when should it be bought? First core item? Second core item? Between 0-8 minutes? 10-15 minutes? 16-20 minutes?
