i havent heard about any tournaments using a valid way to verify one's location, so its highly possible that there is no way to do it efficiently.
The location of an internet user can easily be obfuscated with a proxy.
If you really want to enforce that rule, you could e.g. send them a code that they send back in a picture together with an ID card that contains their residency.
