How? I have 5 smurfs and never knew that.
I usually commend by pressing tab and clicking on the person's name in game.

In the final scoreboard you can click their name to commend or report them. That's where I usually do it. Commending in game wastes time and can get you killed :P
Once you exit the game there is no way to commend or report people.

Can you even commend people after a game is over?
Most people don't commend at the end of the game.
What about saying "gl hf commend" at the beginning of the game? That seems to make more sense.
