play with the lowest ping possible, i played us east a lot because the south american community was pure trash for new players, so i played 500 games on us them got back on the brazil server, i get 20-60 ping (120-250 on us), now i can hit hooks (pudge, clock) whitout problem ,mirana arrow as well, i can initiate much better,i dont get disabled as easily. So maybe get a few games on a less toxic server, because when you come back your player bracket will change to a better and more mature one.
Ps if you are a riki, you are the counter to sniper buy diffusal and dust BAM you got a kill.

These are the servers I currently play in
Russian server - too competitive
EU West server - same as above
EU East server - almost empty, most of them play on EU West
US East server - always pick Sniper with shadow blade, I don't know what to do
US West server - negative attitude, early abandon, gg after first blood, meta sheep
