He's should be graded somewhat like a CK, don't pick him vs Earthshaker, Lich, Sven, Doctor... Leshrac...
Played mid or safelane.
Main Meepo walks around doing stuff, your other Meepos farm the jungle or rest in fountain if the situation is critical.
Build is Boots(Treads)->Blink->Scepter - - - HoT, Skadi, Hex, Eblade whatever.
BASICS:
Order poof with your clones where your target is. Blink to him, web him and go poof, then continue webbing him with clones and right click him down.
Go watch a video or something.
In lower brackets he is very good, people dont know how to deal with him if they dont pick lich, shaker.

What do you farm, i go for PT ( since the boots give you stats and meepo like stats, tham i go for vlads, when you finish you can even rosh, i like to go vlads and alternate to farm lane and jungle( you attack move 2 meepos to SAFE CAMPS camps, and last hit on lane), them you farm your aghs (core on him), skadi is the best item for stats.
This build is mianly for a right clicker low micro build.
boots of travel rush is actually good on meepo. takes a bit of getting used to, but pays off quite well.
Rush boots of travel. Each meepo has their own cooldowns so u can tp 5 times in 45 sec so u can snowball like tinker. never buy vlad u never need that item for a hero like meepo after BoT u need blink dagger and agh. Priority depends on enemy team. After that u can go dragon lance(im not kidding 15x5=75dmg for only 1900 gold) then u can buy etheral blade/hex/skadi/diffusal. Sell dragon lance if u need inventory space
meepos share stats of items not damage values ( it means items like divine rapier which gives only damage not stats are trash items for meepo) so one etheral blade gives 40 agi and u have 5 meepos. 40x5 means 200 damage.

First of:
Do NOT pick meepo if you plan on grinding mmr, only pick meepo if you want fun. He is a very situational hero and meh at best, there are way better snowballers out there than meepo. So if the only reason for you to want to practice meepo to gain mmr, then don't bother learning him.
Meepo is a flashfarming hero, unlike other flashfarmers meepo does fall off rather fast, so if your game takes longer than 35mins then you basicially missed your window and game will be hard. Your itembuild also depends on your team and what you try to do. Meepo can be fun, but also very unfun and frustiating. You do somwhat rely on good supports who will make your early game in order to snowball and win the game. Also i would not recommend meepo to a normal skill player, since you lack decisionmaking, positioning, map awareness and so on, in order to play meepo somewhat decent.
To your topic:
There are a couple of builds you can go with meepo, so here they are:
Fighting build (heavy snowball): Pt, Aghs, Blink, Sheep, Eblade/Skadi, Eblade/Skadi
Normal Fighting Build: Pt, Aghs, Dragon lance, Blink, Dragonlance, Eblade/diffblade
Splitpushing build: BoT, Aghs, Dragonlance, Manta, Blink, Eblade/Diffblade/Skadi
Playstyle should be obvious.
vlads works fine for me - i get an early basi so might as well finish it so you can take rosh. you can probably take rosh without vlads but it is a pain poofing back and forth to base as it is

Meepo needs stats because each meepo has the same stats of alpha meepo and dragon lance gives 15 agi and 15 str for 1900 gold.
For example if you buy divine rapier for meepo, only alpha meepo will have the bonus damage, other meepos will stay the same. Because they dont copy the damage of alpha meepo. They only copy stats and boots
