Thats why slark with immortal runs 0.000001% faster than usual?

It makes sense to me. S&Y is for chasing people down so you get bonus movespeed and a potential slow in the maim. Manta is for making illusions which are used to farm/push/fight where they huge movespeed is less vital (although still important)
It makes sense that the item designed to let you chase people makes you faster.
