when they kill u, u go for ac. when they run from u, u get shivas.

generally u mostly get shivas when u r ahead

shivas gives u more defense (same armor + slow aura)
ac make u friend a bit toughter

shivas gives u 200 magic dmg and mov slow which synegies well with rediance burn
ac gives u atk speed = more physical dmg

ask urself this question before purchasinga any..

are they running from me? yes shivas, no ac
are they focusing me? yes shivas, no ac
they have magic resistance? yes ac, no shivas

AC also lets you push towers better and it helps protect your team from things like Omnislash, Medusa's Split Shot, Gyro Flack, etc. Also if you have multiple right clicking cores then AC helps them deal damage.
Shiva's Synergises better with the radiance, manta, octarine build and gives more teamfight control. It also gives you more survivability.
