    I live in Califronia...

Why does US East have better ping that US West for me?

It's more stable, makes no sense.

ping depends on a lot of things, but one major thing is the physical distance to the server and route to it.

example the server can be literally 1 building next to your house, but you can have 1000 ping if the route is around the world.

Ping time is network latency. So how long a packet of information has taken to traverse a network. If the network that you're trying to reach is heavily saturated, or the connection speed is poor, or you're having to go through many hops to get there then you will suffer high ping times.
So it might be that, to get to the host in India that you're pinging, you're having to go through lots of hops / different routes. However to reach the host in Germany you're pinging you're only having to hop to your providers exchange and then straight out on a high bandwidth intercontinental link.
Distances can play a part but overall it'll be down to the things I mentioned - how many other networks you're having to go through to get to your destination, quality of those connections, and how saturated they are.

          Wow thanks, guys.
I swear my first 2 years US West had 44 ping, now it is around 80 - 110 while US East is a solid 77 for me.

Something must have changed with US West in that case.
