When it comes to conflicting buffs/debuffs the stronger one always takes priority. In this case duel is the stronger buff/debuff, so if Legion is in a duel and her or the other duel target get called then the duel takes priority and they continue fighting each other. If duel ends while the call debuff is still active then the called hero will start to attack Axe. Similarly, if Axe calls a hero and then legion commander duels that hero, the hero will stop fighting Axe and switch to attacking legion because Duel takes priority.
