And TBH, a MAC address, IP address or something of that nature would be ALOT more efficient in deciding whether an acc. is a smurf.

I have an $800 phone and a $100 computer. But I know that could easily be turned around. If you can afford a pc and internet, you can afford a phone.

Not all people have a cell phone.
All people who play computer games - will be playing them ON a computer? So maybe using a MAC address (a computer specific code) for activated Ranked Play in DotA is a reasonable (if not better) solution?

Because people play at Netcafe or move computer sometimes? I have played all my Dota 2 games on 3 different computers under your suggestion I'd be locked to just one.

You wouldn't be locked to just one computer, but your computer would be locked to the Steam acc. Also, IP filtering (another suggestion) would rule out both of those. IP filtering would especially work for Cafe's, and homes with multiple DotA players (ie. many siblings playing the game). A plan using both could also be put forward.

Valve only actually sees the MAC of their switch, not your MAC so it has to be checked by your computer.

A) A new wired NIC costs $5. You get a new MAC with those.

B) You can use software to modify the apparent MAC on any NIC at will, add new interfaces, and disable interfaces. Some OEM drivers already include the feature allowing their users to set their own MAC address. On others you'd just have to emulate a new NIC and forward the traffic through your real NIC.

A MAC authenticates nothing. It never has and was never designed to do so. It is simply a unique number assumed to be capable of addressing each computer on a LOCAL network and the actual number never leaves your local network. Every router completely erases the MAC address on a packet and writes its own MAC in and the MAC is not used at all on the return trip so valve doesn't get a MAC from the computer when it receives the traffic. Even if they did get a MAC, the MAC isn't used as the address on return packets so unlike IP addresses, there's no way to send anything back to that MAC for verification.

Trying to authenticate by MAC is like trying to figure out who sent an email by the "from:" field. You have no way of actually verifying it, you're just trusting the number that the person gave you.
