Going to also have to say Antimage. Spectre and Zeus just don’t have the same level of dominance atm (at least until AM is nerfed in 7.07b).

Sniper didn't benefit much. MKB's OP now so PA might get fucked, her new talent tree looks great though.
I personally like Razor A LOT. He's actually much more legit now.
Early-mid game heroes, this patch screams "fight early, take towers and end the game fast" to me. They moved the bounty runes in a way that creates clashes much more easily, nerfed shrines heals, totally removed them from base, removed t4s hp regen, denies now grant 25% only and you can't just sit in lane waiting for your lvl 6 in the offlane and on the other hand they allow the carries who get a lot of denies faster lvls. I'd say forget about roamers and ultra late game heroes, go for strong dual lanes and end the game before 30 min easily. Hell even AM can farm faster and finish games earlier with the reduced cost of BF and the illusion talent.
mkb for 4200, and new talent sucks and yeah that kaya item really rapes pa since every one is roaming around with 10% amplification
