well it is still not percentage based so even if you have a lot of int you need to realize that int still gives 12 mana

does one int give enough mana regen % to cover for 12 mana if you are getting an effect of 30 mana base regen for 5 seconds? That's 150 base mana regen.

every int gives 2% of that which is far less than 12

you still want to backpack int items
