I think halberd does not offer much for a pos 1 since it's mostly a defensive item. Back when halberd was made cheaper and the item stronger there was some offensive potential, but I'd still go SNY.
Halberd is something your pos 3 can pick up. I dono They have to rework it because the Sange component is so superfluous
Said above, it isn't built very often because there aren't many hero's that are able to build it without missing on core items. Huskar is about the only core I can think of that builds it often.

Correct, since position 1 and 2 always focus on offensive item or defensive (bkb for example), or the hero core items.

Agreed it is underrated, nothing tilts me more when I see enemies getting multiple halberds on my OD, not to mention it cannot be dispelled. The only downside is that it offers minimal dps and is more of a utility than a typical core item on most heroes, though I must say the evasion is pretty sweet.

Ok its situationally a good pick up on pos 1 heroes, decent pickup for pos 3 and pos 4, I even get this every single time I face medusa...
Problem is most ppl will not think to buy it because of the somewhat unimpressive Mechanic. Just like how in lower tiers people don't buy force staff for some reason

Because 600 cast range means you need to actually walk into a ranged carry just to risk getting stunned by their supports and get shoot at afterwards. I bought Halberd and got this problem all the time. It's so hard to throw the disarm.
So it's better coupled with Blink Dagger or some mobility, but then getting Blink Dagger naturally means your hero has some sort of disable and Halberd might not come into use then, and then you consider better items to add more impact on initiation.
If it has more cast range, it might be good.
The only two pos 1 heroes it is really good on are Huskar and CK. Even in those cases, it is way better on Huskar than it is on CK.

This is absolutely the wrong way to think about it. Even if your (for example) pos 3 hero has a disable, going blink + halberd means that you can disable the enemy carry, and once the disable ends you get to disarm the carry too. It feels really bad to be disabled forever just to get disarmed just as the disable ends so you still cannot fucking do anything.
Still, though, in most cases nowadays you'd prefer to have hex instead of the halberd, after all, hex is a way harder disable than most right now, since it cannot be dispelled in any way, but it also stops you from running away and doing anything aside from crawling, and hex is actually a pretty good investment because it's always going to be useful if you can afford it, you just have to make sure you don't go all disable and no damage.
I doubt people even know about Heavens halberd function, but i think pos 3-4 should buy this item. Sometimes i even buy heaven halberd even though i play as IO.

O don't think it is underrated anymore, it was used to be very underwhelming and not fitting to playstyles
But since it now work on spell immune heroes, also with mkb abit less effective now, I think it uas found its place, mostly used by tanky roamers like night stalker or spirit breaker, and also situationaly on heroes that want to manfight the other hero but without them manfighting back, while also providing nice utility in general, like huskar, lc and lifestealer. Of course they also benefit from maim

Also it is very nice with crest, yes evasion is stacked multiplicity, yet 43.75% evasion is nothing to batch an eye from. And I can see a lot of heroes that would like both of the utilities
Well it lasts almost twice as long on ranged heroes but its hard to cast it on them. If you buy it on a melee core like Sven or LS and actually come in range to cast it, you might as well just kill them instead of disarming them. Besides that, its really good if you want to win manfights against other carries.

i always forget about this item until it is too late in the game and the carry has manta/linkens or something. It is OP as fuck vs a lot of pubstompy heroes though. So fun to throw it on a bloodseeker who just Q'd himself or an ursa/lifestealer on CD
^it is not always a bad mentality to have, if you could get an item that helps you kill people faster instead of disarming them, it is worth skipping halberd, especially if you're melee against ranged
so it really depends, as Aggressive Perfector said, sometimes you just kill people
but sometimes halberd is a good followup disable as well
there's no easy answer here since there are so many things that can happen in a game and even pros make itemization decisions that are really questionable... in professor hindisght's eyes, of course
Halberd can provide way more effective tankiness if you can stop the enemy carry attacking when he really wants to attack. Obviously, halberd is a lot more expensive tho. They have a similar purpose (reducing the damage output of the enemy right clicks) but since the halberd change it is game breaking for some heroes. A halberd'd Sven is just the saddest being in the world.

This item is really good against drow, medusa etc., 5 secs disarm with 18 second cooldown, and providesdecent amount of hp and evasion, i think that even some pos 1 like sven can build this...
