No. The cap is only for new account (first time calibration)

Calibration for old acc are based on their current mmr. New accounts are still 3.5k

When? Probably 2 weeks from now. Valve time is always weeks late. Nov 21 was the introduction of the new medal system and they promised 6 month intervals. So probaby 1 month after april 21 is a strong possibility
