Yes, it's fair, you need to consider a few things.
1: PA is not very strong in this meta. In fact at Ancient level she has the 16th lowest winrate out of 119 heroes. That places her in the bottom 13% of the hero pool for winrates.
2: MKB has been significantly nerfed over several patches. It's a now a highly situational that is mathematically almost never worth it's cost. It costs 5k gold but has a winrate of only 60%. It's DPS & KDA ratio is lower than any comparable item in that price range. By comparison Butterfly, Heart, Skadi, Satanic & Shiva's are all at a comfortable 70% winrate with a much better KDA ratio. It's also significantly worse than Daedalus which has a winrate of 65%, higher DPS, GPM, XPM & KDA ratio.
3: The only items which perform similarly to MKB are other items that provide a specific utility to certain heroes. Items like Manta Style, Hurricane Pike, Silver Edge, Radiance, Mjollnir, Gleipnir & Dagon.
4: PA has one of the highest burst damage abilities in the game. This is also why it's difficult to balance PA. If you make her too strong she'll just end up killing everyone instantly. Because of this, the best counter to PA tends not to be MKB but picking a hero that is tanky, can reflect damage or can kite her. Alternatively, building items that can do those things.
it is not fair with 1 item MKB. So you should build items for the other 4 enemy heroes. After you have items to deal with others. You can build items to deal with PA later (MKB is just one of many items that can deal with PA). Ignore PA during team fights if your hero is like Ursa. 
There are 4 other heroes on the enemy team. If you rush MKB to kill PA as Windranger, your squishy ass is likely going to get bursted down before you can threaten her.
MKB is really not a great item to get first, even on Windranger these days. This should give PA some time to gather momentum.

Pa feels weak if opponents have MKB. Antimage has spell resistance and u can't counter that with 1 item except silver edge still it's only 3 seconds
But for pa buy MKB her blur is useless n she is extremely weak against magic
Also
Her lvl 20 talent feels like it's a lvl 10 talent -3 armour reduction at lvl 20.
Why still pro pick it and how exactly to play this hero to its full potential
