Valve never bans anyone. Its a joke.
Account buying = is Ok
Smurfing = OK
Death threaths = OK
You can be a hacker and cheat and it would still be OK
You can do whatever you want in Dota2. Feed 0/50 and get x9 reported - means nothing.
You can account buy to the highest MMR and then feed 500 deaths and still never get any penalty. Just like TF2 which they abbandoned. Dota2 is abbandoned.
See it with the Compendium too. It used to be filled with alot of shit untill like 2019... what we got this year was a joke and they didnt put any effort in it.
And that account buying funny enough happens on any level i have seen Legend players play like Heralds too because they account bought. Valve will never ban them because they dont care at all unfortunately.
Like this account in my last game. No steam setup 4 games played. All high scores... its an obvious smurf account but ofcourse Valve never bans these :
