he doesn't solve anything, he sweeps the "problems" under the rug and out of sight

if something is not allowed, it would go underground, people will find a way to get what they aren't legally allowed to. and the rules cause those things to be even more appealing, as well as causing them to not be supervised by the campus, allowing shadier people to supervise it

here in the nearvy campus, well drugs aren't allowed, because anywhere in the country it isn't, but they turn a blind eye toward grass usage, and there is somewhat heavy grass consumption there (especially in film classes), but it ends with grass, nothing heavier, and it is pretty much controlled and in control

pretty much noone drinks in the dorm, if people want to go out and smashed they go elsewhere because eventually they will get caught if they do it regularly; even if you show up drunk thats a WeirdChamp from the dorm manager + eviction for u

drugs are even less prevalent because there are smoke detectors everywhere + it will probably get into more serious trouble like getting kicked out of uni entirely

twice when my mom visited we smuggled a litre of a some light booze(about as strong as beer) and downed it in dorm but aside from that i try to not take my chances especially since ive nobody to drink with anyway
